In the first three quarters of 2024, the number of patent transfer license registrations for universities and research institutions nationwide exceeded 38000, a year-on-year increase of 24.1%; The total registered amount of patent and trademark pledge financing reached 792.23 billion yuan, a year-on-year increase of 60%. In the past year, relevant departments have made every effort to promote the transformation and application of patents, and the patent industrialization rate of enterprises, universities, and research institutions has been effectively improved, providing strong support for industrial transformation and upgrading. Heng Fuguang, spokesman and office director of the China National Intellectual Property Administration, said that 1.349 million patents in stock of more than 2700 universities and scientific research institutions across the country had been checked and analyzed for value, forming a convertible patent resource pool, which was matched and pushed to enterprises according to industry segments. This measure has pushed multiple data points, such as the number of patent transfer license registrations and the total import and export amount of intellectual property usage fees, to new historical highs. Currently, the added value of China's patent intensive industries has reached 1.532 trillion yuan, a year-on-year increase of 7.1%, accounting for 12.7% of GDP.
At the same time, in order to adapt to the needs of the new round of technological revolution and industrial transformation, patent examination policies in fields such as artificial intelligence, genetic technology, quantum information, and biomedicine continue to be improved. We comprehensively utilize various examination modes such as priority examination, rapid examination, and centralized examination to ensure timely and effective protection of major national scientific and technological innovation achievements. According to Hengfu Guang, as of the end of October 2024, the number of valid invention patents in China reached 4.66 million, of which 3.417 million were owned by enterprises, accounting for 73.3% of all valid invention patents.
The China National Intellectual Property Administration has taken a series of effective measures to protect the intellectual property rights of private enterprises and support their innovative development. Guo Wen, Director of the Intellectual Property Protection Department of the China National Intellectual Property Administration, said that at present, 123 national intellectual property protection centers and rapid rights protection centers have been approved nationwide, and more than 75% of the more than 193000 various innovation entities registered in the center are private enterprises. In the first three quarters of this year, the two types of centers that have been in operation have received a total of 98000 cases of intellectual property protection and rights protection, with an average processing cycle of less than 2 weeks, providing enterprises with convenient, efficient, and low-cost channels for rights protection; A total of about 240000 patent application pre review requests were accepted, and about 151000 patent authorizations were obtained after passing the pre review, which strongly supported the patent layout of enterprises.
